Summary

Amends the Trade Act of 1974 to provide that if a major industrial country has failed to provide U.S. commerce with competitive opportunities equal to those provided to such country in the United States or has consistently violated U.S. trade laws: (1) the President shall recommend to the Congress legislation terminating or denying trade agreement concessions with respect to tariffs or other import restrictions and to recommend that any legislation necessary to carry out trade agreements shall not apply to such country; and (2) the President shall be authorized to proclaim such increased tariffs or other import restrictions as appropriate.
