Amends the Trade and Tariff Act of 1984 to require bilateral arrangements between the United States and steel exporting nations imposing quantitative limitations on steel exports to, or imports into, the United States to include restraints on certain welded steel used for concrete reinforcement. Prohibits any arrangement country (or the European Community) from obtaining an exception or modification to such arrangements.
