Summary
Full Equality for Americans Abroad Act - Directs the Secretary of Commerce to ensure that all American citizens living abroad be included in each future decennial census of population for purposes of the tabulations required for the apportionment of Representatives in Congress among the several States and for other purposes. Enacts into law a specified provision directing the Secretary to submit a report by no later than September 30, 2001, on methodological, logistical, and other issues associated with the inclusion of such citizens in future decennial censuses for apportionment, redistricting, and other purposes.
