Summary
Mexican-American Rural Community Anti-Poverty Act - States that, in order to eliminate rural poverty among the Nation's Mexican-American population, the Secretary of Health, Education, and Welfare is authorized to make grants to the governing boards of community land grants for demonstration projects to: (1) improve community facilities; (2) reacquire community lands; (3) assist community schools; (4) develop community manpower and training programs; (5) plan and coordinate community services and development; (6) develop Mexican-American history, culture, and lifestyles in the community; (7) combat juvenile delinquency, crime, drug addiction, and poverty generally; (8) develop community health facilities, services, and planning; (9) establish community legal services projects, especially focusing on the land grants; and (10) develop bilingual libraries and non-classroom learning facilities. Sets forth the requirements for independent audits, nondiscriminatory use of funds, majority representation of residents and active members of the grant, coordinated programs, and annual reports to the Secretary to be contained in an application for funding by a community land grant under this Act. States that, in making grants under this Act, the Secretary shall concentrate the use of funds in areas of the most severe poverty. Authorizes to be appropriated the funds necessary to carry out this Act.
