Summary
Provides that the members of the Commodity Futures Trading Commission may be appointed by the President without the advice and consent of the Senate. Removes the requirement, under the Commodity Futures Trading Commission Act of 1974, that budget requests and legislative recommendations be transmitted to congressional committees prior to submission to the President or Office of Management and Budget.
