Summary

Comprehensive Employment and Training Act Amendments - States that it is the principal purpose of the Comprehensive Employment and Training Act of 1973 to provide job training for economically disadvantaged, unemployed, and underemployed persons; to provide employment opportunities for such persons; and to assure that training and other services lead to maximum employment opportunities and enhance self-sufficiency by establishing a flexible and decentralized system of Federal, State, and local programs. Permits private organizations to train employees for jobs funded under such Act. Requires assurances that an applicant for funds under such Act will provide private organizations and associations with an opportunity to train persons to be hired to fill jobs created under such Act. Provides a civil penalty for applicants receiving assistance under the Comprehensive Employment and Training Act of 1973 who discriminate in the administration of programs under such Act on the basis of political affiliation.
