Summary
Deauthorizes the project for construction of an outer harbor at Algoma, Wisconsin. Retains the Secretary of the Army's responsibility for maintenance of the breakwaters and channel of the harbor at Algoma, Wisconsin. Requires the Secretary of the Army to transfer, without consideration, to the city of Algoma, Wisconsin, title to any facilities constructed as part of the authority for the outer harbor.
