Amends the Tariff Act of 1930 with respect to refunds, waivers, or reductions under the North American Free Trade Agreement (NAFTA) Implementation Act. Excludes drawbacks of substitutes of finished petroleum derivatives from the limitation on the amount of customs duties that may be refunded, waived, or reduced on an article exported to a NAFTA country.
