Authorizes the Secretary of Veterans Affairs to furnish respite care services (currently, only hospital or nursing home care) to all veterans enrolled (currently, eligible) for such services. Removes the requirement that such services be furnished in a Department of Veterans Affairs facility. Authorizes the Secretary, in furnishing such services, to enter into contract arrangements.
