Civilian Agency Acquisition Workforce Improvement Act - Amends the Office of Federal Procurement Policy Act to provide for: (1) executive agency policies and procedures for effective acquisition workforce management throughout an agency; (2) acquisition career development information for interested employees; (3) qualification requirements for various specified purchasing and contracting positions; (4) specific agency budget levels for acquisition education and training; (5) tuition assistance for agency acquisition personnel; (6) intern programs for recruiting highly qualified and talented individuals into the agency; (7) cooperative education programs for earning college credit for work in agency acquisition positions; (8) scholarship programs for qualifying individuals for such positions; and (9) specified additional functions for the Federal Acquisition Institute.
