Summary

Directs the President to: (1) initiate negotiations with Canada to obtain a trade agreement for the elimination of tariffs imposed by Canada on imports of expanded metal of base metal; (2) enter into such trade agreement with Canada; and (3) proclaim a modification or continuance of any existing duty, a continuance of existing duty-free or excise treatment, or additional duties, as necessary. Defines "expanded metal of base metal." Requires the President to consult with specified congressional committees, as well as appropriate committees established under the Trade Act of 1974, before entering into a trade agreement. Requires the President to proclaim such modifications to the Tariff Schedules of the United States as may be necessary to implement a trade agreement. Provides for the termination of presidential authority under this Act.
