Summary

Amends the Railroad Unemployment Insurance Act to provide extended unemployment benefits to certain railroad employees: (1) with less than ten years of service; (2) who have exhausted other unemployment benefits under such Act; and (3) who are not receiving unemployment compensation under Canadian law. Prohibits the payment of such benefits for any day before March 1, 1983, or for any day in any registration period beginning after June 30, 1983. Authorizes appropriations necessary to pay such extended benefits.
