Summary

Directs that the Civil Air Patrol (a federally chartered corporation acting as a volunteer civilian auxiliary of the Air Force) be administered by the Chief of Staff of the Air Force, under the direction of the Secretary of the Air Force. Directs the Secretary to appoint a National Board of Directors for the Civil Air Patrol. Requires such Board to appoint a National Commander, an Executive Director, a Safety Officer, and an Inspector General for the Patrol. Provides for the use of Patrol members and employees (not to be considered Federal employees).
