Summary
Amends the Agricultural Adjustment Act of 1938 to remove permission for the owner and operator of a farm with a tobacco acreage allotment to lease all or any part of such allotment or marketing quota to any other owner or operator of a farm in the same county. Substitutes permission, at the option of the Secretary of Agriculture, to lease all or any part of such allotment or marketing quota to any other owner or operator of a farm in a contiguous county of the same State for use in such county on a farm having a current tobacco allotment or marketing quota of the same kind.
