Who Is E-Mailing Our Kids Act - Amends the Communications Act of 1934 to require schools and libraries receiving universal service support to submit to the Federal Communications Commission (FCC) a certification that a policy regarding anonymous Internet access has been adopted and implemented. Requires such policy to include the operation of a technology protection measure for computers with Internet access that prevents the use of such computers to send electronic mail or access the World Wide Web anonymously.
