Summary
Student Privacy Protection Act of 2003 - Amends the General Education Provisions Act (GEPA) to establish private civil remedies for educational institutions' or agencies' violations of certain rights of privacy of and access to student educational records. Allows students and applicants, and their parents, to bring civil actions in U.S. district courts to enjoin such violations and recover court-determined damages. Allows a court, in its discretion, to award treble damages for willful or knowing violations.
