Summary
Directs the Secretary of Veterans Affairs to develop a rules-based expert system to automate the adjudication of veterans' disability compensation claims. Requires such system to: (1) provide a disability rating recommendation based on the applicable rate of disability compensation; and (2) be implemented at no less than two regional offices of the Department of Veterans Affairs (VA) within four years after the enactment of this Act.
