Cancer Testing, Education, Screening, and Treatment Act - Amends the Public Health Service Act to authorize the Secretary of Health and Human Services to make grants to qualifying health centers for programs providing cancer information, education, screening, counseling, and treatment. Targets service populations with significant numbers of low-income minority individuals who are at-risk for cancer, requiring programs to provide outreach and culturally sensitive services (including same language) to such populations.
