Summary
Directs the Secretary of the Treasury to pay a specified sum to the heirs and assigns of a named individual in satisfaction of all claims of such individual's estate and heirs and assigns against the United States. Limits to ten percent of the specified sum the amount that can be paid to or received by any agent or attorney for services rendered in recovering such sum. Imposes a fine of not more than $1,000 for a violation of such provision.
