Summary
Directs the Secretary of the Army, acting through the Chief of Engineers, to establish standards and regulations regarding the inspection and safety of piers and waterfront structures. Requires the Chief of Engineers to use as a guide in developing such standards and regulations bill number 020310, adopted by the City of Philadelphia, Pennsylvania, which amends the the Philadelphia Building Construction and Occupancy Code. Requires a State, to be eligible to receive project funds through the Army Corps of Engineers, to provide annual documentation to the Chief of Engineers that it has adopted and is enforcing standards and regulations at least as rigorous as those established under this Act.
