Summary

Amends the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (CERCLA) (Superfund) to include petroleum when designated as a hazardous substance under the coverage of such Act. Establishes within Superfund the Leaking Underground Storage Tank Account for expenditures required by the Superfund Leaking Underground Storage Tank Amendments of 1985. Directs the Secretary of the Treasury to transfer eight and one half percent of Superfund monies into such Account.
