Summary
Ratifies contracts between water users and the Secretary of the Interior which acknowledge that upon repayment of allocated construction costs the acreage limitations and cultivation requirements of the Reclamation Act of 1902 shall cease to apply to such water users. Directs the Secretary to issue a certificate upon repayment to certify that such water users are free from such requirements.
