Summary

Amends the Harmonized Tariff Schedule of the United States to provide, for purposes of the tariff treatment of certain leather handbags, that in determining the classification of such articles which are wholly or in part of a fabric coated with nontransparent rubber or plastics, the fabric shall not be regarded as a textile material but as rubber or plastic.
