Summary

Amends the Federal Water Pollution Control Act to increase the maximum amount of administrative penalties authorized to be assessed for violations of such Act. Authorizes the Administrator of the Environmental Protection Agency to order that a portion of an administrative or civil penalty be spent by the violator for carrying out supplemental environmental projects which involve water pollution prevention or reduction, environmental restoration, environmental auditing, and public awareness.
