Summary
Amends the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 to provide that no State assurance regarding responses to releases of hazardous substances shall be deemed adequate unless such State has provided plans and funding for at least one emergency response team located within ten miles of each treatment or disposal facility relied upon in such assurance.
