Summary

Amends the Tariff Act of 1930 to make available certain information contained in the manifests of cargo vessels arriving in the United States. Provides that such information shall not be made available for public disclosure if such information must be kept secret for reasons of national defense or foreign policy. Requires the Secretary of the Treasury to establish procedures to provide access to such manifests.
