Summary
Amends part A (Temporary Assistance for Needy Families) (TANF) of title IV of the Social Security Act, with respect to good cause waivers of certain compliance requirements for victims of domestic violence, to declare that: (1) a State shall not be subject to any numerical limitation in the granting of such waivers; and (2) an individual to whom a good cause waiver of compliance has been granted shall not be counted in determining State compliance with participation rate and other specified requirements.
