Amends the Immigration and Nationality Act with respect to approved petitions for preference or immediate relative immigrant status to authorize the Attorney General to disregard the subsequent death of the beneficiary or the petitioner in applying the provisions of such Act to the beneficiary or to any spouse or child of the beneficiary (thus eliminating the need to restart the application process).
