Summary

Amends the Longshoremen's and Harbor Workers' Compensation Act to revise the definition of an "employee" covered by such Act. Adds ship cleaners, ship lashers, and ship carpenters to those harbor workers specifically included in such coverage. Provides that specified workers involved with vessels under 30 tons net (currently 18 tons net) shall be excluded from such coverage. Specifies that persons engaged in building such vessels shall be among those excluded.
