Summary
Amends the Small Business Act to extend the date from October 1, 1978, to October 1, 1982 for making the following low interest disaster loans: (1) loans for major disasters declared by the President or for natural disasters determined by the Secretary of Agriculture pursuant to the Consolidated Farm and Rural Development Act; and (2) loans for the repair or replacement of primary residences and personal property. Requires that payments made under any loan extended on or after October 1, 1978, but before enactment of this Act, be adjusted to conform with the requirements of this Act.
