Summary

Provides that any operator of a coal mining operation who is liable under any law of the United States for payments to any Federal fund for the reclamation of coal mined land may take as a credit against the amount of such payment due in any year the amount of any reclamation fee or severance tax paid to the State during that year. States that such credits shall not exceed the amount payable to the United States. Defines the terms "reclamation fee" and "severance tax" for purposes of this Act.
