Amends the Federal criminal code to condition the exception allowing a person to manufacture, import, sell, or deliver armor piercing ammunition for Federal, State, or local government use on prior consultation by the manufacturer or importer with the Secretary of the Treasury and the Attorney General for consideration of the operational necessities of such ammunition and the impact upon law enforcement and public safety.
