Amends the Omnibus Budget Reconciliation Act of 1981 to provide that provisions of part A (Aid to Families with Dependent Children) of title IV of the Social Security Act requiring certain income of a stepparent living with a dependent child to be taken into account in determining the child's need under AFDC shall not apply if the stepparent was already living with the child on September 30, 1981.
