Clean Campaign Act of 1983

Summary

Clean Campaign Act of 1983 - Amends the Federal Election Campaign Act of 1971 to limit to $90,000 in any calendar year the amount of contributions which congressional candidates or their authorized political committees may accept from non-party multicandidate political committees. Specifies exceptions for candidates in general and special elections. States that any extension of credit for advertising on broadcasting stations, in newspapers or magazines, or by direct mail or for other types of public political advertising shall be considered a contribution, if such credit is; (1) in an amount of more than $1,000; and (2) for a period of more than 30 days. Adds a new Title V, Reduced Rates of Postage for General Election Campaigns - For the House of Representatives, to such Act. Establishes guidelines for candidate eligibility to receive reduced rates of postage. Limits to $20,000 a candidate's expenditure of personal funds where such a candidate is eligible to receive reduced rates of postage. Delineates procedures for review of matter to be mailed at reduced rates. Requires the Postal Service to refuse certain matter for mailing at reduced rates. Requires the Federal Election Commission (the Commission) to certify a candidate's eligibility for reduced postal rates to the Postmaster General. Directs the Commission to examine and audit campaign accounts after each general election to determine compliance with this Act. Establishes procedures for repayment by a candidate if campaign expenditures exceed statutory limitations. Directs the Commission to submit annual reports to the House of Representatives regarding such audits and repayments. Authorizes Commission participation in judicial proceedings regarding actions filed under this Act. Authorizes appropriations. Subjects independent expenditures made by the political committee of a political party to the reporting requirements currently applicable to persons making independent expenditures. Limits to $180,000 expenditures by congressional candidates who establish eligibility to receive reduced rates of postage.
