Amends title IV of the Social Security Act to permit the payment of benefits under the Aid to Families with Dependent Children program with respect to unborn children where the fact of the mother's pregnancy has been determined by medical diagnosis and the unborn child would be a needy child, as defined in this Act, if such child had been born in the preceding month.
