Amends the Federal bankruptcy code to: (1) declare that Federal bankruptcy law applies to all governmental units; and (2) grant bankruptcy courts jurisdiction and injunctive power to apply that law against such units. Cites circumstances under which a governmental unit may assert sovereign immunity with respect to the claim of a bankrupt estate against it.
