Amends the Carl D. Perkins Vocational Education Act to increase and extend through FY 1995 the authorization of appropriations for career guidance and counseling programs. Allows the use of such funds for development of career information delivery systems. Requires that at least 20 percent of program funds for a State be used for research and demonstration projects that demonstrate student outcomes.
