Directs the Secretary of Transportation to withhold specified percentages of Federal aid highway funds apportioned to States that permit the sale of alcoholic beverages to persons who are less than 21 years old. (Current law applies similar withholding sanctions to States that permit the purchase or public possession of such beverages by persons under 21.)
