Summary

Amends the Buy American Act to require heads of Federal agencies, when evaluating bids for public contracts, to adjust the offered prices for foreign products by adding 50 percent to such prices excluding duty, or by adding six percent to the prices including duty, whichever is greater. Prohibits an agency from providing financial assistance to any person, State, or local government for the acquisition of products for public use unless such persons or government agrees to make such adjustments to the offered prices of foreign products.
