Summary

Amends the Omnibus Crime Control and Safe Streets Act of 1968 to require that comprehensive State plans contain, where appropriate, programs to provide police escort services for elderly residents of high crime areas. Requires the Law Enforcement Assistance Administration to study the effect of: (1) denying parole, probation, and other forms of release to persons convicted of violent crimes against victims who have reached the age of 65; and (2) prosecuting juvenile offenders as adults for offenses against such victims.
