Summary
Veterans Health Care Commitment Act of 1995 - Prohibits payments by the Secretary of Veterans Affairs to a State home for the domiciliary and nursing home care of veterans that contracts for the performance of any function by individuals who are not State employees, unless the Secretary certifies to the Congress that such performance by such individuals will not have an adverse effect on the quality of patient care and services provided.
