Modifies the Theodore Ship Channel navigation project, Alabama, to provide for non-Federal contribution to the costs of spoil sites. Waives such requirement if the Environmental Protection Agency Administrator finds: (1) that the State and other parties are participating in an approved plan for waste treatment facilities; and (2) that applicable water quality standards are not being violated.
