Summary

Amends the Federal criminal code to provide that no defendant who is incompetent to stand trial shall be tried, convicted, or sentenced so long as the incompetency continues. Allows for special verdicts of "not guilty by reason of insanity" or of "guilty but mentally ill." Provides for treatment if a defendant is found "guilty but mentally ill" and is mentally ill at the time of sentencing.
