Summary

Plutonium Recovery Control Act - Prohibits the Nuclear Regulatory Commission from licensing, permitting, or otherwise authorizing, except for military or research and development purposes, (1) the operation of any nuclear power reactor using recycled plutonium fuel, or (2) the construction or operation of any facility which reprocesses or recovers plutonium from spent nuclear power reactor fuel. Directs the Office of Technology Assessment to conduct and complete within three years a comprehensive study of the recycling of plutonium for the purpose of determining the extent of the dangers to the public health and safety and to the environment from such recycling. Stipulates that the prohibitions expressed in this Act shall continue until Congress legislates otherwise.
