Summary
Modifies the project for the replacement of locks and dams 52 and 53, Lower Ohio River, Illinois and Kentucky, to direct the Secretary of the Army to require in all project contracts a provision requiring the contractor to provide a hiring preference to local qualified residents. Requires each such contractor to provide a list of all positions for such project work in the U.S. Employment Service office in the area in which the project is located.
