Summary
Veterans' Benefits Reform Act of 1995 - Reduces on a pro rata basis the clothing allowance payable because of a service-connected disability for any veteran who is incarcerated for over 60 days in a penal institution that provides clothing. Includes persons 65 years of age or older who reside in a nursing home among those who are considered to be permanently and totally disabled for purposes of veterans' pensions provisions.
