Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to: (1) expand current restrictions on the payment to prisoners of OASDI benefits to include payments of OASDI benefits to individuals confined for certain periods to public institutions after having been found not guilty of a criminal offense by reason of insanity or other mental disorder; and (2) repeal the exemption from such restrictions for prisoners in rehabilitation programs.
