Summary
Requires the Secretary of the Interior to convey the Palmetto Bend reclamation project in Texas to the Lavaca-Navidad River Authority or, at the election of the Texas Water Development Board, to the Authority and the Board, jointly, in exchange for the present value of the payment obligation for the reimbursable costs of the Project. Sets forth conditions for such conveyance, including the recipient's agreement to assume all responsibility and liability for the Project.
