Summary
Amends the Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970 to require any person who acquires or who has acquired property as of the effective date of such Act for any program for which such person received Federal financial assistance and thereby displaces another person to make all relocation payments and provide all assistance required of a State agency by such Act as if the relocation was caused by such State agency under the Act.
