Amends the Higher Education Act of 1965 to require each eligible lender to which any loan under the Robert T. Stafford Student Loan Program is assigned or otherwise transferred to notify the borrower of such assignment or transfer within 15 days after it occurs. Requires specified information to be included in such notice.
